• 生成结果只有 manifest.yaml，没有 schema.sql、checksum 中没有密码或连接信息。

• npm run governance:start -- GOV-012 node-schema-exporter 未重复覆盖已有开发前报告，工具按历史保护规则拒绝；已用 schema:verify 和独立远程基线检查替代验证。
